Job Description

 

The Senior Project Controls Specialist duties are to assist the project management team in developing budgets, monitoring costs, analyzing progress, and forecasting; developing, monitoring, and updating an integrated project plan and schedule so that the project may be executed in the most efficient manner possible; and reporting on the status of the project.

Responsibilities

  • Work in a project team environment on both front end conceptual and detailed engineering for multiple projects.
  • Support development of the project Work Breakdown Structure (WBS) to facilitate tracking and reporting of the project status.
  • Review labor hours, expenditure, and subcontracts expenses to ensure accuracy.
  • Collect, track, and analyze engineering and procurement progress.  Provide timely and accurate reports of these measurements of performance, progress and productivity to Project Management.
  • Analyze project performance versus the baseline plan and lead development of the forecast to complete the project.
  • Develop an integrated Level 3 Critical Path Method Schedule ensuring it is developed in sufficient detail to demonstrate the logical steps required to progress the work and that it meets all company and customer requirements.
  • Develop different levels of schedules for communication of the project plan to different levels of company and customer management.
  • Monitor and update accurate schedule progress toward achieving the desired project completion date.  Inform the project management team of changes to schedule outcome and provide analysis of comparison to the original planned start and finish dates.
  • Provide overall project change management support and analysis of impacts of project cost/schedule performance on forecasting. Maintain records of scope changes, trends, and variances that affect cost/schedule performance.  Incorporate approved changes into the project baseline and update reporting based on the changed.
  • Analyzes variances, mitigates schedule impacts with the project team, and coordinates “what if” scenarios for potential changes.
  • Computes cost factors and trends for use in planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors and determining cost effectiveness.
  • Develop and maintain regular reports to Project Management, Senior Management, and Customers.
  • Coordinate with accounting to ensure project invoices are accurately prepared and timely submitted.
  • Provides technical training and guidance to project personnel on cost control, scheduling and project accounting subjects.
  • Understand, practice and lead organization’s commitment by example to achieve zero incidents.
  • Maintain compliance with all company policies and procedures.
  • This position performs other duties as assigned.

Qualifications

Education/Experience

  • four-year degree (Engineering, Construction Management, Business, Accounting, etc.) from an accredited institution.
  • Minimum five (5) years related Project Controls experience. 
  • Able to perform all cost control and scheduling duties without supervision/assistance on multidiscipline engineering and procurement projects.
  • Working knowledge of Primavera P6, v8.0 or later. 
  • Proficient in the use of MS Excel.  Working knowledge of the MS Office Suite including Word, PowerPoint, and Outlook.

Preferred

  • Able to develop a resource loaded CPM schedule within Primavera and produce scheduling deliverables from Primavera.
  • Experience with EPC projects in the Petrochemical/O&G industries.
  • Experience with Ecosys.
  • 10+ years related Project Controls experience. 
  • PMI Project Management Professional (PMP), AACE Certified Cost Professional (CCP), AACE Earned Value Professional (EVP) professional certifications, AACE Planning & Scheduling Professional (PSP), or PMI Scheduling Professional (PMI-SP) professional certification.
  • Experienced with Customer and Worley Cost Control and Scheduling standards.

 

Language Ability:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of managers, client, or employees of organization. 

Math Ability:

Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.  

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written oral, diagram or schedule form. 

Computer Skills:

To perform this job successfully, an individual should be proficient in MS Word processing software and MS Excel spreadsheet software.
